Won't Zoom in all the way to my drawing

I've opened a drawing that has been worked on previously and CAD is currently not allowing me to zoom in all the way so that I can get to my drawing.

I can do a zoom extents and it will zoom all the way out, but if I zoom in, either by using the middle mouse button or by zoom window, it will only zoom in to a certain point, and no further.

This point is still so far out from my drawing that I can not make out lines or read the text. It also will not pan

I've tried opening this drawing on multiple computers and different versions now. I've also tried doing a save as and even WBlocking it out.

Nothing works. Any suggestions?
