Downloading and Inserting AutoCAD Blocks

I am not able to insert architectural blocks from my downloads folder.

I also need help in making a titleblock in a block to insert into a drawing.

Each time I access the insert block dialog box, check specify on screen, and click OK, and select an insertion point, the block appears very small.

My question is, how do I download free cad blocks to from the downloads folder, to a new AutoCAD block library folder, and insert the block into my drawing at the right scale?

I am working on a kitchen design project.
